Good News from Sacramento – Two Key Bills Signed into Law

We’re pleased to share some great news from Sacramento. Governor Newsom has signed two significant commercial real estate bills into law — both of which represent major wins for our industry.

Our partners at CBPA (California Business Properties Association) have been actively engaged on both measures throughout 2025, including sponsoring one of them:

  • AB 1384 (Nguyen; D-Elk Grove) – A CBPA-sponsored bill authored by Assemblymember Stephanie Nguyen. This legislation streamlines parts of the unlawful detainer (UD) process to help property owners and managers regain control of commercial properties more efficiently by reducing unnecessary court delays.
  • SB 415 (Reyes & Carrillo) – Provides important clarifications and technical fixes to AB 98, last year’s landmark warehouse siting law. These updates ensure the statute functions as intended while maintaining its environmental safeguards.

A special thanks goes to Skyler Wonnacott, Senior Director of Government Relations at CBPA, who worked tirelessly this session to defend California’s commercial real estate community against numerous challenging legislative proposals while helping advance these two proactive measures.

We also want to recognize NAIOP Inland Empire President-Elect Jonathan Shardlow of Allen Matkins, whose leadership and expertise were instrumental in supporting these efforts. Jonathan’s active engagement in policy discussions and collaboration with CBPA and industry partners helped ensure the passage of legislation that protects and strengthens the commercial real estate community statewide.
